*All replacements are even exchange pending on the year and whether it is feasible for replacement. The Weatherization Specialist will determine the qualifications.

The Energy Savings Assistance Program, also known as the ESA Program, is sponsored through PG&E and offers FREE weatherization upgrades to all qualified PG&E customers. Qualifications are based on household income. Use the chart below to see if you are eligible for enrollment.

HOME OWNERS

You might be thinking, "It's too good to be true....What's the catch?", and the truth is, that there is no catch. Let us explain why this program is free at no cost to you. You may or may not have noticed an energy commission tax and a Gas PPP surcharge that you are paying every month on your PG&E bill. This is were the funding comes from to make this and other programs available to you.

As home owners, you may benefit and qualify for even more measures aside from the items listed above. If you have an outdated furnace or water heater that is not working correctly, you may qualify for a repair or replacement at no cost to you.

​

How do you know if you qualify? This is an income verification program. Your qualification is based on your household income. Use the Income Guideline provided above, to see if you may qualify. If you are not sure, call your local authorized contractor and they will be more than happy to assist you with the process and answer any additional questions you may have.

In order for you to enroll into this free weatherization program, you will have to provide three documents to the Energy Specialist.

​

  1. Verification of Income (e.g. paystub or benefit award letter)

  2. PG&E bill

  3. Proof of home ownership (e.g. title, mortgage bill, home insurance bill)

Renters

The good news is you could be eligible to participate in the Energy Savings Assistance Program whether you are a home owner or a renter. Based on your household income, you may be eligible. View the income guidelines provided above, to see if you may qualify.

In order for you to enroll into this free weatherization program, you will have to provide only three documentations.

  3. Property Owner Waiver P.O.W. signed by your landlord or an authorized property Manager

​Note: In the event that you are unable to obtain a signed P.O.W. from your landlord or property manager for the enrollment, you may still receive Simple Measures in your home, such as Led Light Bulbs, Shower Heads, toilet kit, power strip and Faucet Aerators.

All you need to do is sign a Property Owner Waiver (P.O.W.), giving the PG&E authorized contractor permission to install the weatherization measures in the home.

WHAT TO EXPECT

The authorized Energy Specialist (ES) will enroll you, the PG&E customer, into the Energy Savings Assistance (ESA) Program. At the time of your appointment for enrollment, the ES will verify if you and your home qualify to participate in the program. Then the ES will perform an Energy Assessment/Audit of your home and officially enroll you into the ESA program. Shortly thereafter, a scheduler from your local contractor will contact you to set up a date and time for the Weatherization Specialist (WS) to install the Energy Efficiency measures into your home. Most installation appointments take about 2 hours to complete depending on the number of measures that qualify in the home. If a major appliance repair or a replacement is needed (e.g., refrigerator, furnace, water heater, etc.), you, the customer will be contacted by another authorized contractor who specializes in that specific service (all at no additional cost). These can take place several weeks from the time of your initial enrollment date.

 

 

All Energy Specialists, including Weatherization Specialists, have undergone a detailed background check and are licensed through the California Contractors State License Board. All ES's and WS's are trained, certified and authorized by PG&E, resource innovations (formerly Nexant), Richard Heath & Associates (RHA-Solano County), and your local authorized contractor. All ES's and WS's also carry a picture ID badge to present to the PG&E customer when they arrive at your home for the appointment. To verify the ES' or WS's badge number call the Smarter Energy Line at 1-800-933-9555 as well as your local authorized contractor.

 

We highly encourage all customers to do so before the appointment time for their own safety and assurance.
